Charles Conliff Mende Roach was born in Trinidad and emigrated to Canada in 1955, where he studied law at the University of Toronto and was called to the bar in 1963. He was a prominent figure in the black community of Toronto, where he was a tireless warrior against racism and social injustice. He was one of the founders of Caribana and was its first chairman. Roach went to court a number of times to get the requirement for an applicant for Canadian citizenship to swear an oath to the Queen to be dropped, but he never succeeded and never became a citizen himself.
